Bad Buddhas in the Soka Gakkai?

Could you please explain why claimed awakened SGI Buddhas, the leaders responsible for children activities, are required to have a background check with the SGI legal division and must follow a strict set of guidelines such as never finding themselves alone with a minor? Are there bad Buddhas in the Soka Gakkai? Would a Buddha ever harm a child? Do Buddhas require and follow precepts in order to manifest the behavior of a Buddha or is the SGI faith and practice powerless to create Buddhas? Please be so kind as to answer these questions.
