Who has the authority to bestow Gohonzon?

The SGI teaches, that the united body of believers has the authority regarding matters concerning the Gohonzon. Nichiren, on the other hand teaches, the man who knows the heart of the Lotus Sutra has the authority to bestow Gohonzon. In a specific sense, Nichiren Daishonin has authority over such matters. In a general sense, his disciples and believers may bestow Gohonzon but not the disciples and believers of Daisaku Ikeda or Nichinyo because they are slanderers. There is no longer a need to transcribe Gohonzon since Nichiren's Gohonzons are perfectly reproduced. Similarly, disciples skilled in calligraphy are no longer necessary to bestow Gohonzon.
