Analysis of Scandinavian infection and death rates

Finland 3868 cases 98 deaths (population 5.5 million)
Norway 7156 cases 181 deaths (population 5.4 million)
Sweden (no stay at home order) 14777 cases 1580 deaths (population 10.1 million)

Sweden > 2 x cases > 8 x deaths (Norway) (population ~ 2 x Norway)
Sweden > 3.5 x cases, > 14 x deaths (Finland) (population ~ 2 x Finland)

With no stay at home order, Sweden has many more deaths per capita than her neighbors. Why? Greater viral load in those infected? Worse health system? (doubtful, Sweden known to have one of the finest health systems in the world). More poor people (immigrants) clustered together?
