Photoluminescence invented in Japan 1000 years ago. An idea for the Japanese leaders

Take powder, paint, or plasticized radioluminescent pigments [which are inert and completely harmless] and place them over wide areas of suspected contamination sites. At night and with the lights turned off, one should visually gain a rough idea [locally from the ground or over large areas from the sky] of areas contaminated with radiation and possibly even the degree of contamination [acting as a massive dosimeter].

  1. Of course, one must wait several hours after dark for the UV [sun] light excitation effect on such pigments to become negligeable.
